Charge to the group:
Develop a set of recommendations within our task group area adhering to
the vision and guiding principles established by the Schools of the Future
Committee and the Council of Community Advisors. Recommendations
will be in the form of statements of characteristics that we believe we
should aspire to as a district. The report needs to include appendices
on research that we have done, community input and other areas that we
determine are important for background information. |

Framing and outlining report
The Schools of the Future Committee scheduled a lunch meeting on February
3, 2000 with facilitators from each of the Task Force groups. The purpose
for the meeting was to explain the format for the Task Force report.
The process from receiving each Task Force, through synthesizing the recommendations
contained in each report to submitting the complete report of the Schools
of the Future Committee to the Board of Directors for Eugene School District
4J was explained. The following points from the lunch meeting were
presented to the Community Engagement Task Force:

The Schools of the Future have a specific format in mind for the report
from our Task Force -- specifically, the report will include an introductory
section describing who we are and how we did our work and then a list of
recommendations our Task Force wants to make to the Schools of the Future
Committee. Each of the recommendations is to be stated in the present
tense.

The integrity of each Task Force report will be maintained in one section
of the final report to the Board of Directors made by the Schools of the
Future Committee. In theory, the recommendations from the Schools
of the Future Committee can be traced back to the individual Task Force
reports.

The report from the Schools of the Future Committee may include recommendations
regarding community engagement beyond those made by our Task Force; some
of our recommendations may not appear in the final report from the Schools
of the Future Committee.
Our Task Force was presented with a proposed outline to follow to produce
our report:

Process & timeline for written report
The remaining part of our meeting was dedicated to building on the two
recommendations that had already emerged in our previous meetings.
The recommendations are not in their final form. They are "starting
points" which will be refined as part of the process agreed to in this
meeting.
Task Force members agreed to the following process for writing our report:

Kelly & Patrick would "work on" the recommendations which will appear
later in this summary; they will craft the introduction to our report;
they will begin to write the supporting statements which will give the
naive reader a better understanding of each recommendation being made --
specifically its purpose and perhaps some caveats related to its implementation.

Within two weeks, their "work in progress" will be published for all Task
Force members. (Paper copies of the "work in progress" will be sent
to Task Force members who are unable to use Clarisworks.)

Members will be able to read the "work in progress" and communicate concerns,
suggestions for inclusion or modifications to Kelly and Patrick using,
e-mail or snail mail or scheduling a meeting.

Kelly and Patrick will work with the input from Task Force members and
produce another draft of the "work in progress within three weeks.

On March 2, 2000, Task Force members will have their last opportunity to
"fine tune" the report which will be turned in to the Schools of the Future
Committee on March 7, 2000.

Our recommendations to the Schools of the Future include:
(Remember that they currently are in "crude" form. The italics indicate
caveats and other thoughts that will be included in the "explanation section"
for each recommendation.)

1 Community engagement is part of every School Improvement Plan. (The process
for developing the community engagement portion of the plan may be -- and
probably will be difference than the ones used to develop the student achievement
and school climate portions of the plan.)

Each school tracks/evaluates its community engagement efforts. (An appropriately
developed survey is used to establish base rate data; ongoing appropriate
evaluations of the plan's implementation are conducted.)
-
Training is provided so that all staff people are participating in community
engagement.

Community engagement is on-going and integrated at schools.
-
All community engagement efforts are shared in the community. (Multiple
presentations to the parents and community would allow others to learn
from the successes being experienced in a particular site.)
-
Community people can access school-related public information in a number
of "user friendly" ways.
-
Mechanisms exist to facilitate networking among various school based groups
in which community folks have membership -- e.g., PTO's, parents on site
councils
-
District is taking a leadership role for convening training opportunities
for site council members and other school-based groups with community folks
as members -- e.g., PTO's
-
District periodically and systematically evaluates the effectiveness of
site councils and school governance bodies
-
Community members clearly understand how to gain access to school personnel,
programs and school-related public information
-
School bodies regularly solicit opinions/thoughts/preferences from community
people and then engage them to collaborate to bring about changes.
-
District offers and promotes many and varied opportunities for community
members to participate in task forces and other education-related groups.
-
Each school has a trained coordinator of volunteers who serves as a "point
person" regarding community engagement.
