Section I: Physical Structure & Design Recommendations

Introduction

Former District Superintendent, Margaret Nichols, was often quoted as saying that schools should be our community's finest public institutions. We share that vision: Eugene's schools will be the community's finest public buildings, designed to reflect the community's love of learning and its respect for its children. Our schools will be healthy buildings where the occupants' wellbeing is a top priority and where students, staff and the community feel welcome, valued, stimulated, and safe. Site Considerations

  • Safety and health will be top priorities in siting schools and designing their relationship to surrounding neighborhoods and land uses. [Relates to Guiding Principle #5]

  • Community land use planning goals will be considered in making site decisions. [Relates to Guiding Principles #4 and #5]

  • Appropriate seasonal relationship to sunlight will be considered. [Relates to Guiding Principle #5]

  • Sites that optimize alternative modes of transportation ( public transit, bicycle, foot) will be given priority. [Relates to Guiding Principles #2 and #4]

  • The District will seek physical and programmatic solutions to traffic congestion, parking inadequacy, parking sprawl and circulation inefficiency. [Relates to Guiding Principles #2 and #4]

  • Adequate outdoor space for outdoor activities and safe arrival and departure of children will be provided. [Relates to Guiding Principle #5]

Design Considerations

  • Planning and design will identify needs and relationships and accommodate these in the completed facility. [Relates to Guiding Principles #1, #2 and #7]

  • Services of professionals, staff and contractors that are skilled in providing cost-effective and efficient school facilities will be employed. [Relates to Guiding Principles #2 and #4]

  • All schools will meet or exceed life safety codes either through renovation or replacement. [Relates to Guiding Principle #4]

  • Schools will be built with durable, low maintenance, functional and attractive building materials and planned for a 75-year life. [Relates to Guiding Principles #4 and #5]

  • Schools will be useable year-round and have good ventilation and adequate heating and cooling to support that use. [Relates to Guiding Principles #1, #2 and #3]

  • School buildings will be constructed with the least toxic materials. Material selection will also be based on cost-effectiveness, durability and availability. [Relates to Guiding Principles #1 and #2]

  • Schools will be flexible and able to adapt to changing needs. [Relates to Guiding Principle #2]

  • Traffic flow within buildings will provide convenient access to common facilities with appropriate separation to support a small school environment and to allow for varied community use. [Relates to Guiding Principles #1, #2 and #4]

  • Schools will be designed to allow people to walk to all parts of the building without leaving the building. [Relates to Guiding Principle #1]

  • Schools will be filled with natural light, surrounded by park-like natural beauty and art. [Relates to Guiding Principle #5]

  • Design prototypes will be used to evaluate desirable features, amenities and organization. Once tested and proven, prototypes will allow for repeating good designs on more than one site. [Relates to Guiding Principle #4]

  • Schools will be designed for a positive relationship with the natural attributes of the site. [Relates to Guiding Principle #5]
