Section III : School Safety & Security Recommendations

Preamble

Our schools will be safe havens. They will also be places that create hope, and set a tone that is positive and welcoming to all. Safety will be a high priority. Physical and technological improvements will be cost effective and non-threatening. School safety will encompass the entire campus and the interface with the surrounding streets and neighborhoods. School security measures will provide protection from early morning until late at night, year-round. [Relates to Guiding Principles #1, #2 and #4]

Design Considerations

  • Schools will incorporate the basic concepts of "Crime Prevention through Environmental Design" (CPTED).


  • provide natural surveillance.


  • provide natural access control.


  • reinforce a sense of "territoriality".


  • place special emphasis on office entry as a guardian-of-the-gate.


Technological features may include

  • Card-key systems.


  • Ability to operate as a "dark campus", "lit campus" or a combination of both.


  • Cost effective and labor efficient security measures will be incorporated into the designs.


  • Schools will not be turned into "prisons" for the sake of security.


  • Designs will create school climates that boost the confidence and support the well-being of the individuals who share and use the facilities.
