Changes

Roscoe Caron and Pat Latimer have had to resign due to other time commitments.  Junko Toll is in the process of recruiting a teacher to replace Roscoe on the committee.

Housekeeping

We approved the Nov. 4 Minutes.  It was also noted that the Dec. 14 meeting with the Schools of the Future Committee has been postponed until Jan. 11.  Evie also shared with us that the whole committee does not have to participate in the Jan. meeting.  Rather the SFC would like us to have a panel of four to five people to present.

The state of Human Resources in 4J

Wally shared a packet of employee data which showed the teacher retirees and vacancies 1998-2000, work force by classification, teachers/administrators by age, teachers/administrators with 25 years in 4J, and work force by ethnicity.  Wally indicated that the biggest challenge that he faces is to attract and keep a qualified, diversified work force.

Presentations from employee groups. What challenges face District 4J in the area of Human Resources from your point of view?

Ann Vaughn from the Eugene Administrators Association was unable to come and present due to an emergency.  Bette Shoemaker, who is a past president of the organization, made the presentation in Ann's place.

Professional Development Opportunities for staff

Bette talked about the staff training that is being done in the district in Organizational Development, Curriculum, Instruction and Assessment, Personal Development, Technology Applications, Classroom Management, and anything that is required by law.  Please refer to the handout for more information.

Open Discussion

As a part of the discussion time Bette had us get into small groups to discuss the areas that were of the greatest importance to us at this time in regards to what we have learned about human resources.  Included in this was the following:
  •  Oregon Education Act
    • -impact on workload
      -unfunded mandates
  •  Update Teacher Education
    • -neurological research on behavior
      -identifying at risk kids/causes
      -getting kids ready to learn
      -commit resources 
  •  Raise Community Awareness and Increase Political Involvement 
    • -inform the community as to the changes that   have occurred in the last ten years both in state requirements and staff cuts 
  •  Recruitment and Retention of a Qualified, Diverse Work Force
    • -mentorship
  •  Increase Peer Assistance
    • -staff, students, parents 
  •  Create Clearinghouse of Community Skills, School Needs 
  •  Contracting For Services With People Who Have Expertise 
  •  Convince the State to Give Us More Money
