Curricular/Co-Curricular Activities and Athletics

Eugene Public Schools, District 4J, encourages students to be involved in extracurricular activities. In addition to traditional school athletic programs, school clubs and club sports provide means by which students can broaden their educational experience in the areas of physical fitness, social development, and skill enhancement. Our schools encourage these opportunities and strive to provide them in a safe environment, free from discrimination and bias and led by competent personnel.


For purposes of regulation, school activities are separated into four groups:

Tier 1—OSAA and the District sponsor the activity. District funds are used to support the activity and the district provides the supervisor, advisor, and/or coach. Tier 1 participants may incur expenses for clothing, equipment and other items that become personal property after the activity is completed.

Tier 2—District cooperates with those organizing the activity. The activity is student/parent generated and usually is affiliated with a national/regional organization. There is no District funding; all costs are paid by the organization. The school recommends a supervisor/advisor and/or coach to have a volunteer background check. The organization or its participants must provide proof of their own liability insurance. Use of facilities is determined by availability. Sponsoring organizations may provide some assistance for those in financial need. Tier 2 organizations need to apply and receive annual approval as a club.The district has no supervision responsibility nor legal liability in these activities.

Tier 3—The District sponsors the activity. There may some funding through ASB and all Tier 3 activities must have school accounts. Clubs in Tier 3 must meet on campus, have an advisor present, and apply and receive annual approval as a club. Advisors must have volunteer background completed.

Tier 4—Activity is student generated. The school does not manage these activities. The fact that the school does not manage or carry liability insurance for Tier 4 activities needs to be communicated to parents and students. Tier 4 activities can receive approval to advertise their activities at the school. They can meet at the school if space is available. The district has no supervision responsibility nor legal liability in these activities.
