Call To Order
The meeting to order at 3:00.

SAELP Leadership Institute
Tom Henry reviewed the agenda for the State Action for Education Leadership Project (SAELP) Leadership Institute on March 14-15 at the University of Oregon.  He explained that SAELP is bringing together a consortium of Oregon school districts to discuss literacy and cultural competence at this two-day meeting.  Districts attending are Beaverton, LaPine, Lincoln City, Nyssa, Portland, South Lane, and Springfield as well as Eugene.
Tom noted that he and Betty Shoemaker will present at the conference during the second day.   Also during the second day, conference organizers would like Eugene School District attendees to lead small group discussions.  Topics for discussion will probably include the following questions:
… How do you get buy-in for all teachers to teach all kids?
… How do you recruit and retain a diverse work force?
… How do you mobilize resources for literacy and cultural competence when those resources are scarce?
The small group discussions will take place on March 15 during the afternoon and will be organized using the open space technique.  Eugene attendees should plan to meet (1) at lunch to divide up responsibilities for facilitating the afternoon discussions and (2) at 3:15 to de-brief the afternoon's facilitation work.  Tom asked that discussion leaders give him a written record of how the respective groups responded to and discussed the questions.

SREB Update
The upcoming SREB workshop called "Creating a High Performance Learning Culture" (Part II) and scheduled for April 13-14 will be held in the Ed Center's Auditorium.  The SREB workshops called "Using Data to Lead Change" and "Prioritizing, Mapping, and Monitoring the Curriculum" and scheduled for April 20-21 will be held at St. Paul's Catholic Church. 
LEAD Team members made suggestions to Kay about the SREB workshops as feedback from the workshops' initial sessions in January:
… Have the presenter know Oregon's attitude towards and situation around State assessments and results of assessment.
… Have the presenter learn know what District 4J is a.lready doing around data so that the presentation is relevant to District 4J's situation
… Have the presenter give to audience members his/her PowerPoint presentation when it does not match with Participant's Guide.
Kay will forward the feedback to the SREB presenters to assist their preparing for their presentations in April.

Wallace Foundation Grant Reports and Budget
Copies of The Conditions of Leadership Self-Assessment and the Leadership Development Quality Assessment Tool were distributed which had been sent recently to the Wallace Foundation as a part of the quarterly report they asked District 4J to complete. Wallace Foundation is requiring that grantee districts from around the country meet to conduct Colleague Self-Assessments; District 4J is participating in these meetings in early March. The next written report along with the District 4J plan in regards to the Wallace Foundation Grant for next year will be due to in late March. The most recent Wallace Foundation report indicates that District 4J needs to develop a strategy for evaluating the effectiveness of the K-12 Learning Communities.  In follow-up discussion, the LEAD Team members commented that part of the strategy should include mapping how the communities can develop within and between regions, how learning community resources can be utilized inside and shared between regions, and in general how a sense of community can be built and sustained inside and between learning communities.  Kay asked that LEAD Team members bring ideas for building community to the next LEAD Team meeting.
No new Wallace Foundation Grant money may be spent by K-12 Learning Communities until March 31 when an updated financial report will clarify the amount of funds available for the remainder of this year.
